Ministry of Justice to built 39 new prisons

ANKARA - While 39 new prisons were included in the budget schedule of the Ministry of Justice, there were also new targets to force the workers to the mediation agencies.

A total of 23 billion 973 million 52 thousand TL was allocated for the Ministry of Justice in the 2021 Central Government Budget. With the said budget of the Ministry, many targets and expense tables have been determined. Five headings that are among the targets of the Ministry attracted attention.
 
39 NEW PRISONS
 
The ministry has a goal to built 39 new prisons in 2021. While the number of newly constructed penal instutions was 26 in 2019, the number increased to 29 in 2020.
 
9 THOUSAND PEOPLE WILL BE TAGGED BY ELECTRONIC SYSTEM
 
Another target of the ministry that attracts attention is that 9 thousand people will be monitored by electronic tagging. It was also stated that 12 thousand minors will be monitored with probation system.
 
THE NUMBER OF SICK PRISONERS WILL INCREASE
 
While the number of reports finalized by the Forensic Medicine Institute (ATK) was 625 thousand 640 in 2019, this number decreased to 550 thousand in 2020. The Ministry aims that 650 thousand ATK reports will be finalized in 2021. Anticipating an increase in ATK reports means that the number of sick prisoners have increased.
 
GOVERNMENT OPINION PROVIDED TO THE ECHR
 
The number of opinions submitted to the European Court of Human Rights (ECHR) will also increase in 2021. While the number of Government opinions submitted to the ECHR was 408 in 2019, it was estimated to be 903 in 2020. For 2021, the targeted number will be 900.
 
INCREASE IN EXPLOITATION OF LABOUR
 
One of the most striking targets of the ministry was forcing the workers  to consent with the proposal of the bosses.While the number of files applied for mediation was 708 thousand 692 in 2019, this number reached 738 thousand 610 in 2020. According to the estimation of the Ministry, 815 thousand 237 workers will apply for mediation in 2021. The mediation system, which was brought in order to find a solution to the disputes between the employer and the employee without going to court, is at the center of the criticism with the statement that the union "has turned into a structure that works against the employee, in favor of the employer and exploits the labourer.
