The Van Governorship regularly bans all actions and activities in the city since 21 November 2016, citing the State of Emergency (OHAL) declared after the July 15 military coup attempt. Prohibitions declared once every 15 days or once a month have lasted for 983 days until now. With the demand to remove the obstacle in front of the basic rights and freedoms and meeting and organization, the Administrative Court filed a lawsuit for stopping the execution of the court 7 times,6 of which by Van Bar Association and one individual. Sending a defense to the cancellation cases, the Governor's Office accused the applicants of being "monist" and "sadist".

 

The defense of the Governership is as follows: " The plaintiff Van Bar Association stated in their petition that  'peaceful methods' in meetings would not preclude the right to convene as it would cause violent counter-initiatives. Groups that exercise the right to convene in accordance with the law are obliged to protect the state from violent interference by other persons or groups. In a democratic regime, the right to protest cannot be exercised in a way that paralyzes and abolishes freedom of demonstration.The necessary explanation for the duty of states to protect them has been made above, and the issues declared by the plaintiff regarding the opposing groups are quite incomplete and it is a monistic and sadistic approach. Our province is a region where extreme political groups and people in two different polar points in terms of thought live intensively and if the events are approached with the logic of social events, the actions / activities carried out as Van Governor's Office in case of any negative situation that may occur, the harm that the opposing groups will inflict on each other and the crimes that may be committed are the ones that the society will suffer."
